The International Criminal Court wants to strike fear into the hearts of those who strike fear. Established in July 2002, the ICC was formed by over 100 countries that wished to form a permanent tribunal capable of putting on trial those who have committed unspeakable atrocities on a nation-wide scale. Implying that no president, general, or leader guilty of war crimes is safe in any country affiliated with the ICC, the court has issued arrests for 12 criminals, four of whom are currently in custody, with one of them, Congolese militia leader Thomas Lubunga, currently undergoing trial. The Reckoning, directed by Pamela Yates, debuted at the 2009 Sundance Film Festival playing in the U.S. Documentary Competition.
